In the electricity sector, Moldova’s long-term objective was to fully interconnect with the European Network of Transmission System Operators for Electricity (ENTSO-E). This was achieved significantly earlier than planned, due to Russia’s invasion of Ukraine in late February 2022.
Moldavskaya GRES (MGRES) in the separatist region of Transnistria supplies the vast majority of the remaining 80 percent of electricity. Moldova also imports electricity from Ukraine and Romania. For years Moldova’s natural gas consumption almost exclusively relied on Russian gas imports.
The sources of electricity and gas imports are not diversified and crucially depend on gas supply from Russia and electricity supply from the Moldavskaya GRES power station, which operates beyond the control of the Moldovan government.
Moldova should accelerate the transposition and implementation of the Electricity Integration Package, priori-tizing short-term electricity markets and their integration. The certification of Vestmoldtransgaz should be finalized, followed by the removal of barriers to create a genuine free gas market.
